Town of Pelham Chooses “to take the ‘high road” in Battle with Region over Finances

There is still some civility left in local politics… if not at the regional government level.

A News Commentary by Doug Draper

Posted June 2nd, 2018 on Niagara At Large

Niagara, Ontario – Pelham Mayor Dave Augustyn and the town’s councillors made a decision at their May 22nd l meeting of town council to take the “high road” in the wake of being cleared of relentless accusations from a group of Niagara regional councillors and others over the way they manage Pelham’s finances.

After more than a year of being under attack at the regional council level, Pelham Mayor Dave Augustyn and his town’s council choose to stay on the high road.

It was the kind of a decision that, unfortunately, has become all too rare in politics these days and is all the more commendable in this case, given what the mayor recently described as the “emotional rollercoaster ride” the town was put through during the 14 months that the accusations dragged on.

At the very least, the Town of Pelham could have decided to go after Niagara’s regional government for the more than $160,000 it spent on hiring KPMG, a private financial accounting corporation, to come in and do an independent review of its books, and for whatever other time and money its staff spend dealing with other parties, including the Ontario Ombudsman’s Office, that came in to investigate the accusations. Ontario PC Leader Doug Ford Needs To Explain His ‘Star Candidate’s’ Decision To Shut Down Fort Erie’s Slots At Racetrack Program

‘Rod Phillips … now a star candidate for Doug Ford … was CEO of the Ontario Lottery and Gaming Corporation and made the call to demolish the Slots at Racetrack program.’ – Niagara Falls Riding NDP candidate Wayne Gates

A News Release from Niagara Falls Ontario NDP candidate Wayne Gates

Posted June 2nd, , 2018 on Niagara At Large

Ontario NDP MPP Wayne Gates for a Niagara Falls Riding that includes Fort Erie and Niagara-on-the-Lake.

Fort Erie, Ontario  – As the Fort Erie race track opens its doors for the first day of the season, Ontario NDP Niagara Falls candidate Wayne Gates demanded Doug Ford explain why his own star candidate shut down the Slots at Racetrack program, resulting in the loss of hundreds of jobs at the Fort Erie, Windsor and Sarnia racetracks, and long-term damage to the region’s economies.

Rod Phillips is now a star candidate for Doug Ford. In 2012, Phillips was CEO of the Ontario Lottery and Gaming Corporation and made the call to demolish the Slots at Racetrack program.

“After what he did to working people and their families in this region, Rod Phillips should be ashamed,” said NDP Candidate Wayne Gates. “But Doug Ford apparently agrees with Phillips and his terrible decision to scrap the Slots at Racetracks – because Ford handpicked him to be a star candidate for the Conservatives. Ontario PC Leader Doug Ford Still Hiding A Costed Platform And Details Of His Cuts

‘For weeks, Doug Ford has promised to come clean on his plan to cut more than $6 billion from the services people count on with a fully-costed platform. … Now, with the election just a few days away, he still hasn’t.’

A News Release from Ontario’s New Democratic Party

PC Party Leader Doug Ford with April Jeffs, the Wainfleet mayor and NPCA board member who is running as the PC Party candidate in the Niagara Centre (Welland) Riding how held by retiring NDP MPP Cindy Forster, with NDP candidate Jeff Burch now running for the seat.

On Wednesday (May 29th), Doug Ford’s Conservatives posted an un-costed excuse for a plan online – and with no platform, Ford is still hiding where his cuts will hit.

For weeks, Doug Ford has promised to come clean on his plan to cut more than $6 billion from the services people count on with a fully-costed platform.

But with eight days to go before the election, Ford’s un-costed list of things he might do doesn’t comfort those worried about hospital closures, teacher layoffs and service rollbacks.

Ontario does know, however, that his plan: Continue reading

Niagara, Ontario – Families are facing deep cuts that would mean even longer waits for youth mental health care under Doug Ford and the Conservatives, but Ontario NDP leader Andrea Horwath will make sure children and youth have faster access to mental health services.

Horwath has promised, and budgeted for, an expansion of youth mental health that would mean a 30-day maximum wait.

Families are waiting up to a year-and-a-half for youth mental health supports, thanks to Liberal cuts over the last 15 years and a failure to fix and expand the fragmented system. More than 12,000 children are currently on a wait list for care from a mental health professional.

Horwath announced Friday (June 1st) in St. Catharines that an NDP government will make a crucial investment of $590 million over five years to ensure kids can get the help they need within 30 days. Continue reading

Congressman Higgins Responds to Imposition of Steel Tariffs

U.S Congressman Brian Higgins

Buffalo, New York – Congressman Brian Higgins (NY-26), a member of the House Ways and Means Subcommittee on Trade, released the following statement in response to President Trump’s announcement of new tariffs on steel and aluminum:

“The actions by the Administration to apply new tariffs on our strongest allies – including Canada and Europe – is bizarre.”

“While these tariffs – called Section 232 actions – are based on protecting national security interests, this decision to not exempt our strategic allies calls that into question. This continues a chaotic, disruptive approach to administering our trade laws. China continues to be the bad actor globally and enforcement should not ensnare our allies.”

Former Police Chief May Have Left Niagara, But Hard Feelings Over How He Left – And How Much It Cost Taxpayers – Live On

And Ontario Police Association Sure Sounds Like They Are Happy To Have Him As Their New Director

A Brief Commentary from Doug Draper

Posted June 1st,  2018 on Niagara At Large

Former Niagara Regional Police Chief Jeff McGuire

You may remember the stories that surfaced in Niagara’s mainstream media earlier this year about former Niagara Regional Police Chief Jeff McGuire and how Niagara’s Police Services Board made a decision to pay him off with more than $900,000 of our tax dollars in salary and benefits to leave more than two years before his contract serve ran out.

While we the people and members of the taxpaying public have never been given what might pass as a complete and satisfactory answer as to why the police board, which includes Niagara Falls regional councillor Bob Gale as its chair, and two other others from the Region’s council, its chair Al Caslin and Port Colborne’s gift to the rest of us, David Barrick, the Ontario Association of Chiefs of Police sure sounds thrilled to have him.

Earlier this spring, the Association hired him as its new executive director, and more recently, an Association official circulated a glowing tweet about McGuire – shown below and re-circulated by a Niagara citizen with a most appropriate caption, tapped out in red below the tweet and a photo of the former chief.

We have municipal elections this coming October. Keep informed and engaged and get ready to vote in those elections for a Better Niagara.

Ontario NDP Leader calls for ‘Immediate Steps’ to address Trump’s “devastating tariffs” on Canadian Aluminum and Steel

“We will have a new premier in just a few days. … If I am elected premier, I’ll be meeting with Canadian and American officials immediately to do everything I can to secure an exemption to these punitive, devastating tariffs.” – Ontario NDP Leader Andrea Horwath

A Statement from Ontario NDP Leader Andrea Horwath regarding devastating aluminum and steel tariffs being imposed by the United States

Posted May 31st, 2018 on Niagara At Large

Ontario NDP Leader Andrea Horwath

Today (on Thursday, May 31st) the United States government announced it will immediately impose devastating tariffs on Canadian steel and aluminum – putting many thousands of good jobs in Ontario at risk. As a life-long Hamiltonian, I know the impact President Donald Trump’s protectionist actions will have on families who count on good steel jobs.

ALCAN workers in Kingston, the staff at Lake Erie Works in Nanticoke, the steelworkers at Algoma Steel in Sault Ste. Marie and in Sudbury, the women and men at Stelco and Dofasco and throughout the steel industry in my hometown, Hamilton, and workers in many more communities – plus the workers in all those industries that feed into them including mines and processing plants – they’ve all been dealt a direct blow by this decision.

All of Ontario will hurt together if tariff exemptions are not granted. Continue reading

Greater Niagara Chamber Expresses Disappointment, Alarm at U.S. Steel Tariff Decision

The GNCC expressed its grave concerns about this policy in March, when it was first announced.

So Unpopular, Even Some of Wynne’s own Liberals don’t want her around

Is Ontario Premier Kathleen Wynne becoming persona non grata in her own Liberal Party?

As if Ontario Premier Kathleen Wynne hasn’t already sunk about as low in the polls as any political leader ever has in Canadian history, here is the punch line.

Wynne has reportedly become so radioactive that even candidates in her own Liberal Party don’t want her visiting their riding in the few weeks left leading up to the June 7th provincial election.

“The offer was made if we wanted it (a campaign stop from the premier in the riding),” Rino Bortolin, Liberal candidate for Windsor West was quoted saying in a May 23rd story in the Windsor Star, “and we turned it down…We basically told her we don’t need her to come down… we don’t feel that actually strengthens our chances.” Continue reading

Ontario’s Lax Air Polluton Rules Challenged

Standards for Nitrogen Dioxide (NO2) are “outdated “ and pose “particularly serious health risks for people living in close proximity to major emitters of NO2 – people with asthma, children, and the elderly.”

Three-year-old Allie, with a friend of her family from London, Ontario, at the protest rally in front of Marineland in Niagara Falls, Ontario on the amusement park’s opening day, this past May 19th. She wasn’t going in.

Just as he was when he sang and spoke about war and peace, about civil rights for all, about fair wages for workers and about keeping poisons out of our lakes and rivers, Pete was right about this too.

There are other ways we can learn more and celebrate the majesty of these beings we share the miracle of a few moments on this earth with.

There are responsible whale watching journeys we can take off the shores of the east and west coasts, and there are libraries of very good film documentaries and photo books we can turn to.

For at least some of us who have spent time on a whale watching boat and have experience the awe of whales gliding and breaching in an open sea that is their home, it is impossible to imagine how anyone can find any pleasure of seeing these magnificent mammals held captive in a tank.

The rally this May 19th in front of Marineland in Niagara Falls, Ontario

Yet even now, some three decades after the first animal activists began picketing outside its gates, people were still out there on this long weekend of May, streaming through those gates at Marineland, just as people were when this amusement park in Niagara Falls, Ontario, with its marine mammal shows and exhibits, first opened at the head of the 1960s. Niagara Region Owes Town of Pelham a full Public Apology

Town Should Also Be Compensated for Costs of Defending Itself Against Region’s Accusations

A Commentary by Doug Draper, journalist/publisher, Niagara At Large

Posted May 18th, 2018 on Niagara At Large

Pelham Mayor Dave Augustyn recently expressed how pleased he and his council are for being cleared of accusations and complaints around the management of the town’s finances.

In a column the Town of Pelham’s mayor, Dave Augustyn, recently shared with Niagara At Large –posted on NAL this May14th, 2018 – he noted that the Town has been cleared of accusations, many of them driven by representatives of Niagara’s regional council, related to the management its finances.

The first of these accusations of  made headlines across Niagara a year ago this past March when David Barrick, a Port Colborne regional councillor and chair of the Region’s corporate services committee, received majority regional council support for a motion he tabled, calling for an independent audit of the Town of Pelham’s books. Another Mass Shooting, Another Day In The Gun Happy U.S.A.

Mass Shootings Are No Longer “BREAKING NEWS” In America. They Are The Norm

‘Happiness is a warm gun. Bang, bang. Shoot, shoot.”

A Commentary by Doug Draper

Posted May 18th, 2018 on Niagara At Large

We all had to know that it wouldn’t be long before we turned on the cable channels to “Breaking News” of another mass shooting somewhere in the U.S.A.

This one happening on a Friday, this May 18th in another high school where 10 students were reported to have been shot dead at the time of this posting, and at least 10 other were wounded. This time in Santa Fe, Texas, where it is easier for someone who is too young to buy a case of beer, to amass an arsenal of guns than it is for them get a license to drive a car.

Survivors of Santa Fe, Texas mass shooting at high school embrace in fear and grief

Sorry if this writer comes across sounding callous or uncaring.

I never used to react this way, but after taking a few moments trying to image the heartache the victims’ loved ones must be going through, I’m now finding myself saying what is the point of leaving any more coverage of one of these gun massacres on. Continue reading

Why they have been gun them down, of course.

A “glorious day” this past Monday, May 14th in the Gaza Strip

And speaking of gunning people down, what a mad spectacle the world was treated to this past Monday, May 14th, 2018 with cable news channels broadcasting split screen images of Ivanka “celebrating “ the opening of a new U.S. embassy in Jerusalem, while a war zone where large numbers of Palestinian protesters where being wounded and killed by Israeli soldiers a short distance away.

Canada’s Liberal Government To “Compensate” Kinder Morgan Tar Sands Pipeline to West Coast

Government Would Pay Private Company Our Tax Money To Get The Dirty Deed Done

A News Release from Canada’s Green Party

Posted May 16th, 2018 on Niagara At Large

Can you believe the latest?

Risky pipeline and tanker schemes. That is what our tax money is now paying for. Kinder Morgan is ready to give up but the Liberal government is so beholden to corporate interests that it is now willing to “compensate” the Texas oil company with taxpayer money for any losses that result from BC’s “obstruction” of the pipeline.

British Columbia NDP MPP Kennedy Stewart and Canadian Green Party Leader Elizabeth May protesting construction of Kindar Morgan pipeline in B.C. Both were arrested by RCMP during protest and charged with “civil contempt”.

“Obstructions” like environmental assessments and justice for First Nations and local communities. Like protection of orcas and west coast salmon. And the biggest “obstruction” to any oil project: climate change. Continue reading

Pelham Cleared of Wrongdoing – Yet Again – Around Management of Town’s Finances

Pelham Mayor Dave Augustyn

“I am sad that Pelham’s residents and businesses have been dragged through an emotional roller coaster with these unfounded allegations.” – Pelham Mayor Dave Augustyn

“It’s disheartening that some Niagara politicians and partisans relied on mistruths and misrepresentations to sow the seeds of doubt in our community since last spring. A Column by Pelham Mayor Dave Augustyn

Town of Pelham in Niagara, Ontario – Our Town Council was relieved and pleased last week after Pelham had again been cleared of further allegations of wrongdoing regarding our finances.

First, a letter from Ontario Municipal Affairs Minister Bill Mauro indicated that the Province will not conduct a provincial municipal audit. You will recall that in February, a majority of Niagara Regional Councillors supported a petition from last Fall which called on the province to undertake another financial audit of the Town.

Pelham’s mayor and town council became a focus of repeated accusations from the regional government level. It may now be time for the Region to issue a formal public apology.

The Region’s Council “endorsed” the petition even though it was prepared and signed before the results of KPMG’s Forensic Investigation in November/December. Continue reading

When It Comes to Former Niagara Regional Police Chief Jeff McGuire, Niagara’s Loss Is Ontario’s Gain

McGuire is appointed Executive Director of 85-year-old Ontario Association of Chiefs of Police

A News Commentary by Doug Draper

Posted May 11th, 2018 on Niagara At Large

Former Niagara regional police chief Jeff McGuire

Niagara, Ontario – He apparently wasn’t good enough for Niagara – at least not enough to keep Niagara’s Police Services Board and its chair, Niagara Falls regional councillor Bob Gale, from buying him out of what was left of his contract with more than $900,000 of our tax money – but the time-honoured Ontario Association of Chiefs of Police (OACP) sure seems happy to have him as its new executive director.

“The OACP is pleased and excited to welcome Jeff McGuire as its new Executive Director as we continue to advance the strategic direction of our Association to meet the changing demands of policing a modernized society,” said Chief Bryan Larkin, OACP President, in a news release the association posted on its website this May 7th. “Jeff brings significant leadership, vision, and policing experience to the position.”

It will be a year ago this coming summer that the Police Services Board, which also includes Niagara’s regional chair Al Caslin and Port Colborne regional councillor David Barrick among its members, parted ways with McGuire, issuing him a package worth more than $900,000 to leave the top cop’s job three years before his contract was up. Veteran Niagara Area MPP Jim Bradley Nominated As Liberal Candidate In St. Catharines

“During his previous stint as Minister of the Environment, he was an innovative leader in cleaning up pollution, and bringing the Blue Box recycling to millions of homes. St. Catharines MPP Jim Bradley

A News Release from the St. Catharines Provincial Liberal Association
Posted May 11th, 2018 on Niagara At Large
St. Catharines, Ontario  — Current MPP Jim Bradley has been nominated by the St. Catharines Provincial Liberal Association to run for the Liberal Party in the June 7 provincial election.

Jim, who was first elected to represent St. Catharines in the Ontario Legislature in 1977, has had the honour of holding several cabinet positions throughout his political career.

During his previous stint as Minister of the Environment, he was an

innovative leader in cleaning up pollution, and bringing the Blue Box recycling to millions of homes. As Minister of Transportation, Jim brought in legislation to toughen penalties against drunk driving, and expanded public transit across Ontario.

Before his election to the legislature, Jim served as a member of the St. Catharines City Council.

Jim has been instrumental in securing infrastructure projects that are creating thousands of local jobs and transforming our local health, education and transportation systems, including the state-of-the-art hospital and Walker Family Cancer Centre, bringing GO trains and buses to Niagara, and the Downtown Performing Arts Centre.

“As your MPP, I have worked hard to deliver reliable local health and seniors care, a quality education system and to ensure that we continue to receive investments that will help strengthen our community. I would be honoured and privileged to continue serving as your MPP for St. Catharines,” Bradley said.

Our plan includes building a stronger, healthier Ontario through historic new investments in health care, including publicly funded medications for everyone under 25 and a committed expansion to serve those over 65 through OHIP+; providing access to postsecondary for over 235,000 students and on-the-job learning opportunities to help land a great job; and helping 100,000 kids access quality, licensed child care, including a commitment to publicly funded preschool child care.

The Doug Ford Conservatives have threatened billions of dollars in cuts to critical public services. While the Ontario Liberal Party is focused on investing in the services and infrastructure people rely on, the Conservatives will gut health care and education, denying working people a decent paycheque, and threatening much-needed public infrastructure projects.

I am with the Niagara Falls Nature Club.  We protested the removal of trees from this site in 1992 and again in 2008, but much of this forest was destroyed.

I am not against this development.  I am against this development being built within the Thundering Waters Forest Complex.

Inside Thundering Waters Forest

People in Niagara Falls have been told this subdivision would provide between 1800 and 2800 jobs.  This is not a promise.  The developer would not have to provide these jobs, just employment lands.  Business could locate in this subdivision but could also locate elsewhere in the city.  By locating somewhere else, they could revitalize an area of the city that needs this, be near transit, and not destroy a natural area. Canada will finally formally apologies for turning away Jewish Germans fleeing Hitler’s Genocidal Regime

A Brief Foreword from Niagara At Large publisher Doug Draper

Two of the passengers aboard the ship, still hopeful that Canada would offer them refuge

Along with other assorted crimes, including the hanging of Louis Riel, the systematic starving of Indigenous peoples to clear the way for settlements in the west, the residential schools, the internment of Japanese Canadians during the Second World War and, more recently, the violent assault on Canadians’ liberties during the 2010 G20 Summit in Toronto, the turning away of Jewish refugees fleeing Nazi Germany in 1939 – an act that, for many of them, had them returning to certain death – is one of the more shameful episodes in a Canada many of us prefer to think of as one of the most peaceful, open and inclusive nations in the world.

Could something like the MS St. Louis and its 907 Jewish German passengers desperately looking for asylum – what became known as “the voyage of the damned” – happen  in Canada today?

The photo of this Syrian child, washed up on a Turkish beach, went global three years ago. The child and his family were fleeing from deadly war in Syria and were hoping to settle in Canada.

It was just three years ago, during the 2015 federal election, that we had Canada’s then Conservative government – a government and a party supported by millions of Canadians – planning to put in place a “snitch line” Canadians could use to report anyone they believe were engaging in something it called “barbaric cultural practices.” At the same time, it was taking steps to restrict any influx of refugees fleeing war-torn Syria while we were haunted by that photo of the body of a Syrian child, whose family was hoping would emigrate to Canada, washed up on a Turkish beach.

So could something like the MS St. Louis episode happen in Canada again? That is entirely up to us, as Canadian citizens, to decide.

It became known as “the voyage of the damned.” The lives of many of these passengers ended in Nazi death camps.

In the meantime, it is high time that a Prime Minister of Canada issued a formal apology for this shameful episode, which comes six years after the United States apologized for its part in shutting its doors and delivering these people back to one of histories most notorious mass murderers. More Work Is Needed to Adapt to Impacts from Climate Change on the Great Lakes

The 1972 Great Lakes Water Quality Agreement between Canada and the U.S. was amended in 2012 to, among other things, include a new annex to address climate change impacts.

Storms becoming more frequent and severe in and around the Great Lakes – this one on Lake Michigan

The new annex commits the Parties (Canada and the U.S.) “to identify, quantify, understand, and predict the climate change impacts on the quality of the Waters of the Great Lakes” and to “sharing information that Great Lakes resource managers need to proactively address these impacts.” Continue reading

News from Ontario’s New Democratic Party

Toronto, Ontario  – At the Regent Park Community Health Centre this past Wednesday, May 9th, Ontario NDP Leader Andrea Horwath joined community health advocates, front-line care workers, and NDP candidates to lay out her plan for better health care in Ontario – a plan she says is a top priority for her and the NDP.

Ontario INDP Leader Andrea Horwath

“Health care is at the heart of my plan,” she said. “Imagine a province where everyone gets the care they need, without the long waits. Where families know they’ll get the prescriptions they need, and the dental care they need – and no one ends up in the ER just because they couldn’t afford those things. Instead of waits getting longer and hospitals getting squeezed more every year, imagine a province where health care gets better every year. Continue reading
