Niagara’s Regional Municipality Recently Voted Against Joining This Show of Support

“On December 21, 2023, the OEB (Ontario Energy Baord) decided not to continue a $250 million a year government payment that Enbridge had requested in its rate application for 2024-2028. But First, here is a Brief Foreword  from Niagara At Large reporter/publisher Doug Draper –

At the March 21st, 2024 meeting of Niagara Regional Council. Pelham Regional Councillor Diana Huson tabled a motion that would have had the Region calling on the Fort Government not to overrule the Ontario Energy Board’s recent decision to stop subsidizing gas piplines to new homes. A majority of her fellow Regional Councillors boted against the motion.

As if to openly mock their 2021 declaration of a “climate emergency”, a majority of  Niagara Regional Councillors recently a voted not to join other municipalities in Ontario in urging the Ford government not to overrule a December 2023 decision by the Ontario Energy Board to stop using our tax dollars to subsidize the construction of any more gas pipelines to newly built homes.

In a vote of 14 to 12, a motion tabled by Pelham Regional Councillor Diana Huson at a March 21^st council meeting, asking the Ford government not to overrule a December 21 Ontario Energy Board (OEB) decision was turned down.  

The OEB stated that the major purpose of its decision to stop the subsidies was discourage the use of climate-damaging fossil fuels to heat homes in favour of newer technologies like heat pumps that are already proving to be less costly than gas and far less of a problem for the Earth’s atmosphere and climate.

The only local council in Niagara that has so far voted in favour of the province not overruling the OEB’s decision is the Town of Pelham, whose Mayor, Marvin Junkin, also voted in favour of Huson’s motion in his capacity as a Regional Councillor.

As scientists express concern<https://www.bbc.com/news/science-environment-68665166> over the world’s hottest March on record — the 10th record-breaking month in a row — a Brock University physiology expert is calling for a more holistic way of determining the health risks posed by extreme heat.

“Public health messages tend to be oversimplified to say things like, ‘At this temperature, people are susceptible to heat stroke, and at this maximum temperature, people will die,’” says Professor of Kinesiology Toby Mündel. “The truth is much more nuanced when you take many other factors into consideration.”

One of the many inhabitants  of Waverly Woods along the shores of Lake Erie in Fort Erie, Ontario where some of the woods has recently been bulldozed down for urban development.  When the residents move in, what will become of this fox, if he is still around, and other wildlife  in the area?

Niagara, Ontario – Over all my years covering environmental stories in Niagara, I’ve witnessed more than my share of ignorance and negligence  when it comes to the way that we humans treat the wild places around us.

To share with you  an all-too-common example of what I am talking about – one that continues to anger the hell out of me each and every time it continues to happen – there are the people out there who choose to move into a home located in a recently built, low-density subdivision that is somewhere way out from the core of a city or town where there were wetlands for turtles and frogs and where forests and meadows used to grow. The news about the Ford government planning to move ahead with a costly expansion of the Garden City Skyway is one of them and that is why we are posting it again here.)

Doug Ford’s vision for the 21st Century – more and more highways for ever more trucks and cars

This is something that the late Lewis Mumford, a celebrated historian for his time and a philosopher of technology, said back in 1965 when at least some in the field of building more cost-efficient and environmentally friendly ways of moving people and goods around began to realize that building and expanding ever more roads and highways was only going to make a bad problem worse.

Of course, it is  doubtful Ontario Premier Doug Ford, a college drop-out who seems to take pride in his ‘I’m just one of the guys’, Homer Simpson persona, has a clue who Lewis Mumford is.

 Given his girth, however, one might think that Ford might have some idea how loosening your belt to solve a weight problem makes about as much sense as spending countless billions of dollars widening  roads and highways to  solve traffic congestion.

But apparently not.

Brock University’s Niagara Community Observatory released a policy brief on April 2 documenting the situation of food insecurity in the region and beyond.

Niagara is experiencing an “alarming increase” in the number of people — particularly children — who are relying on food banks to meet their basic food security needs, says research from Brock University’s Niagara Community Observatory (NCO).

But this trend shows no signs of slowing down because the main drivers of food insecurity — wages and social assistance programs failing to keep up with inflation and the lack of affordable housing, among others — aren’t being addressed, says the research brief, released Tuesday, April 2. As crowds at the Falls wait for eclipse to reach totality shortly after 3 p.m. this April 8th, there sure are alot of clouds up there.

Niagara Falls, Ontario – Within just a few hours of the solar eclipse coming and going over the skies of Niagara, I began hearing complaints from people on the Ontario side of the Falls that they could not  see the great spectacle as well as they hoped to because of cloud cover.

Many said they had been waiting for months, and in some cases years to feast their eyes of this rare celestial show, and some had spent a good deal of time and money for hotel rooms after travelling here from homes as far off as North Bay, Ontario and Boston, Massachusetts just for the occasion.

And now this! After a full day of clear skies, clouds get in the way.

In ancient times, there were whole cultures of people who saw a solar eclipse as a sign of doom – a warning that the apocalypse was coming.

Then again, there were also many people in those times who believed the earth was flat and that the sun and every other terrestrial body they could see in the sky revolved around it.

Nevertheless, and as strange as it may seem to so many who are on the edge of their seats with excitement over the total solar eclipse that will unfold in the skies on April 8^th,  the dark minutes we will all experience this Monday afternoon when our earth’s moon completely covers the sun could be taken as a metaphor for some pretty dark and dangerous times we are now living in. The great voice for racial equality, social justice and peace, Martin Luther King

It was 56 years ago today, on May 4th, 1968, that one of the most powerful voices for peace, social justice and an end to all forms of racism over the past hundred or more years was shot and killed in Memphis, Tennessee.

The night before, in that same city where King, a civil rights leader and Nobel Peace Prize winner, was gunned down by a man full of anger and hate driven by God knows what, that this great man delivered his iconic “I’ve Been to the Mountain Top” speech.

The speech ended with him telling his audience that while up there, he had looked over the other side and he had; “seen the promised land. I might not get there with you,” his prophetic words rang on, “but together as a people, we will get to the promised land.”

For many, King’s assassination was an earth-shaking blow to hope and peace during a time – not too much different than the times we are living in today – of war (both hot and cold), and social and racial injustice. Continue reading →

A new study has found Canada’s Big Banks gouge $7.7 billion out of Canadians every year in excessive fees that UK and Australian banks don’t charge!

Canada’s Big 6 Banks gouged out a total of more than $58 billion in profits in 2023 (almost triple their 2010 profits), paid their CEOs an average of $12 million each, and gave out more than $21 billion in total bonuses to employees.

Liz Benneian with Niagara Regional Chair after she was presented the Region’s Environmental Award along with four other recipients of Niagara Impact Awards.

At this past March 28th, 2024’s annual State of the Region event, featuring a keynote address by Niagara Regional Chair Jim Bradley and hosted each year by the Greater Niagara Chamber of Commerce, Liz Benneian, a resident of Lincoln  and a community activist who, among other things, is a director of  the  region-wide coalition of citizens now known to many as  Biodiversity and Climate Acton Committee – Niagara, was presented the Region’s first-ever Environmental Award.

This new Environmental Award – presented  by Chair  Bradley – is one of four other Niagara Impact Awards created by the Region in 2021 “to recognize those individuals, non-profit organizations and private-sector businesses who have gone ‘above and beyond’ to improve the quality of life for those in our community.” Continue reading →

Research (by Assistant Professor of Political Science Joanne Heritz) shows food bank usage has risen in all of Niagara’s 12 municipalities. The largest increase was seen in Niagara-on-the-Lake, where use grew 118 per cent from 2021 to 2023, followed by St. Catharines and Thorold with an 82 per cent increase from 2022 to 2023 and Niagara Falls with a 65 per cent increase from 2022 to 2023.

A Flood Advisory from the Niagara Peninsula Conservation Authority (NPCA)

For Tuesday, April 2nd, 2024, this notice is intended to advise the public and local municipalities of the potential for flooding within the NPCA’s jurisdiction as it relates to the Niagara Peninsula, the southeastern portion of the City of Hamilton and the eastern portion of Haldimand County.

Environment Canada has issued a special weather statement for the Niagara Peninsula watershed calling for significant accumulations of rain. Forecasted rainfall amounts of 30 – 60 mm is expected throughout the Niagara Peninsula beginning later this morning through Wednesday evening. This amount of rain flowing over saturated ground can cause significant runoff into local ditches, watercourses, and storm infrastructure.

Increase to $17.20 an hour follows passage of government’s fourth Working for Workers Act

TORONTO — The Ontario government is increasing the minimum wage from $16.55 per hour to $17.20, effective October 1, 2024. This 3.9 per cent annualized wage increase is based on the Ontario Consumer Price Index (CPI) and brings Ontario’s minimum wage to the second highest in Canada.

In front of an estimated audience of 400 members of Niagara’s private and public sector communities seated at the John Michael’s Banquet and Event Centre in Thorold this March 27th , Regional Chair Jim Bradley delivered an annual State of the Region address that focused on both achievements and the challenges the Region and its many partners continue to focus their efforts on.

Bradley began his address citing a number of statistics and dollar figures in a host of areas, including Niagara’s employment rate, housing, agricultural, tourism and in the recruitment of family doctors he said shows that the region is “on an upward trajectory.”

Ottawa, Ontario –A New analysis released this March 27th by Environmental Defence reveals Canada’s federal government provided at least $18.6 billion to the fossil fuel and petrochemical industries in 2023 alone – a substantial amount of taxpayer money that went towards making it cheaper to find, extract, process, transport, and export fossil fuels and their derivatives.

I have said it before and how said it is that I feel an urgency to say it here again!

Ontario Premier Doug Ford, visiting one of many flood-ravaged communities in the province during his government’s first term in office. Did anything sink in?

When it comes to advancing energy and transportation policies that a address a climate crisis that is wreaking ever more havoc on our health and property (not to mention the diversity of life we need to survive on this planet), we have a Premier in Ontario who is still spinning his wheels back in the 1950s.

If you don’t believe me, allow me to post – for your edification – the  News Release below my commentary here  rom Doug Ford’s Conservative government to make my case.

I can only read this latest News Release from the Fort Govenrment and say heere we are again – almost halfway through the second decade of the 21st Century  –  with the Premier and his toddies with going no further than extending gas and other carbon fuel cuts for another nine months to, as Ford puts it, “provide relief at the pumps and put hundreds of dollars back into peoples’ pockets.” Continue reading →

Members of Niagara’s Palestinian Community Continue to Ask Why a Flag and Lights for Israel, Why Not for Them

Niagara, Ontario – For the third Regional Council meeting in a row, members of Niagara’s Palestinian community were there, pressing the council for some public show of sympathy and support – in the form of a flag raising or lighting up the Region’s headquarters – for the humanitarian crisis their friends and relatives are going through in the Gaza Strip.

The sign Niagara Regonal Headquarters. Will it ever by lit in the colours of the Palestinian flag in recognition of the ongoing suffering of civilians in the Gaza Strip?

At this latest of the three meetings, held this past March 21^st – and unlike the first one on January 25th  that turned raucous after a  large delegation from their  community was blocked from addressing the council – three members of the community were granted time at the podium.

With Niagara Regional staff now working to develop a “flag raising and Niagara sign lighting policy,”, the three speakers used some of their time at the podium to question why Niagara Regional Chair Jim Bradley decided – following the murderous attack on Israeli citizens last October 7^th –had the sign at the Region’s  headquarter’s lit up  in the colours of the Israeli flag but so far has not done the same for Palestinians suffering and dying in the ongoing Hamas/Israeli War.

Yet Niagara’s South-End Residents Continue Fighting Like Hell to Save Them, and THAT’S GOOD!

The late Sue Salzer, shown here at a rally more than a decade ago with fellow members the citizens-based  Yellow Shirt Brigade, fighting to save the hospitals in Fort Erie, Port Colborne and Welland. 

Sue Salzer and members of her ‘Yellow Shirt Brigade’ feared that the closing of Fort Erie’s Douglas Memorial Hospital was coming years before the grand opening of a state-of-the-art, super hospital on former farmland in West St. Catharines in 2013.

Yet I am sure the Fort Erie community activist, who sadly passed away six years ago, would be among the hundreds of  South Niagara residents who packed Fort Erie’s Leisureplex hall this past Tuesday, March 19^th, fighting advocating like hell to keep what is left of the Douglas Memorial Hospital alive.

In the wake of this past March 19^th’s meeting, hosted by Niagara Health, the body in charge of operating Niagara, Ontario’s hospital system, I could not help but thinking back some 15 or more years ago to the beginning of  the Yellow Shirt Brigade’s efforts to fight for the survival of Douglas Memorial, along with others in Port Colborne and Welland, as fully-functioning hospitals in their communities. At a time when so much  news about the state of our environment, regionally, nationally and globally, is pretty grim, it is encouraging and should be a motivator for us all to get some good news every once in a while.

Community activist and natural heritage preservationist Marcie Jacklin was one of the area citizens who provided input on the Town of Fort Erie’s updated tree bylaw

So on the good news front, I encourage you to read the news release below from the Town of Fort Erie which offers hope that it is possible for municipal councils to work together with citizens in the community to put measures in place for better protecting our natural environment.

Marcie Jacklin, a Fort Erie resident and leading member of a citizens group called Community Voices of Fort Erie which, among other matters related to natural heritage preservation, remains dedicated to saving as much of Waverly Woods as possible near the Town’s Lake Erie shore from urban sprawl, made a presentation to the Town’s council while the new tree bylaw was still under review.

She offered this statement to Niagara At Large on the outcome – “I think this Tree Bylaw is a good starting point. It clearly demonstrates that the Fort Erie Town Council and staff are working on controlling the unauthorized clearing of land by developers in Fort Erie. The Prime Minister, Justin Trudeau, today (this March 16^th) issued the following statement to mark 10 years since Russia’s illegal occupation and attempted annexation of Crimea:

“Ten years ago, Vladimir Putin ordered his troops into Ukraine, a free and sovereign country. Through a brutal and illegal campaign, he tried to annex Ukraine’s Crimean Peninsula.

More Climate Backtracking from Canada’s Federal Government

The federal government appears poised to undercut one of its own signature climate initiatives.

This time, the government is proposing changes that will significantly weaken its proposed Clean Electricity Regulations (CERs), which were supposed to deliver a net zero-carbon electricity system across Canada by 2035.

The proposed regulations will not clean up Ontario’s increasingly gassy grid: They will not require any reduction in greenhouse gas (GHG) emissions from any gas plant before 2035; new plants won’t be subject to any limits until they are at least 20 years old; and gas plants can be used freely during “emergencies” with no requirement to reduce emissions in other periods to offset their increased emergency period emissions.

Brock Professors David Hutchison and Debra Harwood say the April 8 scientific event has the potential to spark lasting inspiration among students of all ages.

This was certainly the case for Hutchison who has vivid memories of witnessing the last North American total solar eclipse in 1979 with his Grade 5 classmates.

“It was one of the most formative experiences of my childhood and no doubt contributed to my wish to become a teacher,” he says. “It also inspired an early interest in science.”

Harwood, whose research expertise lies in early childhood education curriculum and nature-based learning, echoes the importance of connecting youth to the solar eclipse.

“Educators and parents should take advantage of this real-world event to foster children’s curiosity and connect them to this scientific phenomenon — starting with our youngest children,” she says.

Paul Calandra, Premier Doug Ford’s Housing Minister,

St. Catharines, Ontario  — Today (this March 11^th, 2024), Paul Calandra, Minister of Municipal Affairs and Housing, announced Ontario will be providing St. Catharines with $2,355,390 in funding through the Building Faster Fund as the city made substantial progress towards its 2023 housing target, breaking ground on a total of 648 new housing units last year.

“I applaud the work being done by St. Catharines and all the other municipalities that are making substantial progress toward their 2031 housing targets,” said Paul Calandra, Minister of Municipal Affairs and Housing.

Marineland (a high-profile amusement park in Niagara, Falls, Ontario that has long been under fire from citizen groups)advocating for the protection of animals) has been found guilty of three charges under the Provincial Animal Welfare Services Act.

The charges against Marineland of Canada were laid in 2021 due to the inadequate living conditions they provided for three young black bears. The bears were kept in cramped enclosures without proper amenities like climbing structures or access to permanent water structures.

The conditions were so poor, Ontario’s Animal Welfare Services declared the bears in distress and ordered Marineland to improve the conditions. Continue reading →
