Ontario Corps partner Team Rubicon Canada has landed in St. Catharines to support recovery efforts following heavy rainfalls causing widespread flooding across the community.
Beginning this past Tuesday, August 11th Team Rubicon Canada deployed volunteers, know as Grey shirts, to conduct removal of debris, flooring, drywall and other flood damaged items, answering a request for assistance through Ontario Corp to support and assist residents and homeowners through the difficult process of recovery.
“Many residents have been dealing with extraordinarily difficult circumstances over the past several weeks,” said Mayor Mat Siscoe. “We are grateful to Team Rubicon Canada, the Province of Ontario, Ontario Corps and the District School Board of Niagara (who provided a local property to be used as a home base) for coming together to support St. Catharines.

“We’ve been working collaboratively with the province since the flooding on July 28 to serve and support our community,” Mayor Siscoe adds. “The arrival of Team Rubicon Canada will help residents who need additional assistance as St. Catharines moves from response into recovery.
Team Rubicon Canada is an international non-profit disaster response organization that unites the skills and experiences of military veterans with first responders to rapidly deploy volunteers, at no cost to communities affected by disasters. Residents may see Team Rubicon Canada teams in flood- affected neighbourhoods performing property assessments and recovery work. The volunteers are identifiable by their grey Team Rubicon Canada shirts and official organizational branding.
Process
- * Team Rubicon Canada will call affected residents on the City’s *Vulnerable Assistance Registry* and set up an appointment for a site visit.
- * Team Rubicon Canada volunteers will conduct a site assessment.
- * A signed agreement is required before Team Rubicon Canada completes work.Team Rubicon Canada volunteers will not ask for money or donations and *work will be completed at no cost*.
- * Team Rubicon Canada will create a work order, and schedule when work willcommence.
- * Team Rubicon Canada volunteers will attend the property on the scheduled day to complete the work order.
The deployment represents an important step in supporting residents as recovery efforts continue following significant rainfalls and flooding on July 21, July 28th and August 2ns. Team Rubicon Canada will focus on assisting the most vulnerable residents, those without insurance and those with low income. Residents who were affected by flooding and need help should register through the City’s Vulnerable
Assistance Registry at stcatharines.ca/july2026flooding.
Team Rubicon’s deployment complements efforts already underway by the City, Niagara Region, the Province, community organizations, emergency responders, and volunteers who’ve been supporting residents since the flooding began. Recovery efforts continue to include infrastructure repairs, enhanced waste management services, assistance for vulnerable residents.

Residents urged to be mindful of scams and unlicensed contractors. Following disasters, fraudulent operators may target homeowners experiencing hardship. Residents should verify credentials, obtain multiple quotes where possible, avoid pressure tactics, and work directly with their insurance company for remediation.
