    I was under the impression, from articles I previously read, that the chairman of the Niagara Regional Council, Mr. Caslin had made a presentation to the Liberal Government in support of BIODIVERSITY and this surprised me as, correct me if I am wrong, I felt the whole council should be making decisions NOT the CHAIRMAN alone
