A Flood Advisory from the Niagara Peninsula Conservation Authority (NPCA)

For Tuesday, April 2nd, 2024, this notice is intended to advise the public and local municipalities of the potential for flooding within the NPCA’s jurisdiction as it relates to the Niagara Peninsula, the southeastern portion of the City of Hamilton and the eastern portion of Haldimand County.

Environment Canada has issued a special weather statement for the Niagara Peninsula watershed calling for significant accumulations of rain. Forecasted rainfall amounts of 30 – 60 mm is expected throughout the Niagara Peninsula beginning later this morning through Wednesday evening. This amount of rain flowing over saturated ground can cause significant runoff into local ditches, watercourses, and storm infrastructure.

TORONTO — The Ontario government is increasing the minimum wage from $16.55 per hour to $17.20, effective October 1, 2024. This 3.9 per cent annualized wage increase is based on the Ontario Consumer Price Index (CPI) and brings Ontario’s minimum wage to the second highest in Canada.

“Under the leadership of Premier Ford, our government is helping nearly one million workers earn more money for themselves and their families,” said David Piccini, Minister of Labour, Immigration, Training and Skills Development.

“We are providing businesses with certainty and predictability by announcing this annual wage increase six months in advance, while also helping families offset the rising cost of living, so that Ontario continues to be the best place to live, work and raise a family.” Continue reading

In front of an estimated audience of 400 members of Niagara’s private and public sector communities seated at the John Michael’s Banquet and Event Centre in Thorold this March 27th , Regional Chair Jim Bradley delivered an annual State of the Region address that focused on both achievements and the challenges the Region and its many partners continue to focus their efforts on.

Bradley began his address citing a number of statistics and dollar figures in a host of areas, including Niagara’s employment rate, housing, agricultural, tourism and in the recruitment of family doctors he said shows that the region is “on an upward trajectory.”

Ottawa, Ontario –A New analysis released this March 27th by Environmental Defence reveals Canada’s federal government provided at least $18.6 billion to the fossil fuel and petrochemical industries in 2023 alone – a substantial amount of taxpayer money that went towards making it cheaper to find, extract, process, transport, and export fossil fuels and their derivatives.

“In 2023, as people across Canada faced a fossil fueled affordability crisis and climate disasters continued to ravage the country and the world, the Government of Canada continued providing financial support to an industry that we need to be winding down in order to avoid catastrophic levels of warming,” said Julia Levin, Associate Director, National Climate, at Environmental Defence. I have said it before and how said it is that I feel an urgency to say it here again!

Ontario Premier Doug Ford, visiting one of many flood-ravaged communities in the province during his government’s first term in office. Did anything sink in?

When it comes to advancing energy and transportation policies that a address a climate crisis that is wreaking ever more havoc on our health and property (not to mention the diversity of life we need to survive on this planet), we have a Premier in Ontario who is still spinning his wheels back in the 1950s.

If you don’t believe me, allow me to post – for your edification – the  News Release below my commentary here  rom Doug Ford’s Conservative government to make my case.

I can only read this latest News Release from the Fort Govenrment and say heere we are again – almost halfway through the second decade of the 21st Century  –  with the Premier and his toddies with going no further than extending gas and other carbon fuel cuts for another nine months to, as Ford puts it, “provide relief at the pumps and put hundreds of dollars back into peoples’ pockets.” Continue reading

Niagara, Ontario – For the third Regional Council meeting in a row, members of Niagara’s Palestinian community were there, pressing the council for some public show of sympathy and support – in the form of a flag raising or lighting up the Region’s headquarters – for the humanitarian crisis their friends and relatives are going through in the Gaza Strip.

The sign Niagara Regonal Headquarters. Will it ever by lit in the colours of the Palestinian flag in recognition of the ongoing suffering of civilians in the Gaza Strip?

At this latest of the three meetings, held this past March 21st – and unlike the first one on January 25th  that turned raucous after a  large delegation from their  community was blocked from addressing the council – three members of the community were granted time at the podium.

With Niagara Regional staff now working to develop a “flag raising and Niagara sign lighting policy,”, the three speakers used some of their time at the podium to question why Niagara Regional Chair Jim Bradley decided – following the murderous attack on Israeli citizens last October 7th –had the sign at the Region’s  headquarter’s lit up  in the colours of the Israeli flag but so far has not done the same for Palestinians suffering and dying in the ongoing Hamas/Israeli War.

“The request to light the Niagara sign in the colours of Palestine is fully in accordance with the current lighting policy,” said St. Catharines resident Saleh Waziruddin, one of the three speakers at the March 21st regional council meeting. Continue reading

The late Sue Salzer, shown here at a rally more than a decade ago with fellow members the citizens-based  Yellow Shirt Brigade, fighting to save the hospitals in Fort Erie, Port Colborne and Welland. 

Sue Salzer and members of her ‘Yellow Shirt Brigade’ feared that the closing of Fort Erie’s Douglas Memorial Hospital was coming years before the grand opening of a state-of-the-art, super hospital on former farmland in West St. Catharines in 2013.

Yet I am sure the Fort Erie community activist, who sadly passed away six years ago, would be among the hundreds of  South Niagara residents who packed Fort Erie’s Leisureplex hall this past Tuesday, March 19th, fighting advocating like hell to keep what is left of the Douglas Memorial Hospital alive.

In the wake of this past March 19th’s meeting, hosted by Niagara Health, the body in charge of operating Niagara, Ontario’s hospital system, I could not help but thinking back some 15 or more years ago to the beginning of  the Yellow Shirt Brigade’s efforts to fight for the survival of Douglas Memorial, along with others in Port Colborne and Welland, as fully-functioning hospitals in their communities. At a time when so much  news about the state of our environment, regionally, nationally and globally, is pretty grim, it is encouraging and should be a motivator for us all to get some good news every once in a while.

Community activist and natural heritage preservationist Marcie Jacklin was one of the area citizens who provided input on the Town of Fort Erie’s updated tree bylaw

So on the good news front, I encourage you to read the news release below from the Town of Fort Erie which offers hope that it is possible for municipal councils to work together with citizens in the community to put measures in place for better protecting our natural environment.

Marcie Jacklin, a Fort Erie resident and leading member of a citizens group called Community Voices of Fort Erie which, among other matters related to natural heritage preservation, remains dedicated to saving as much of Waverly Woods as possible near the Town’s Lake Erie shore from urban sprawl, made a presentation to the Town’s council while the new tree bylaw was still under review.

She offered this statement to Niagara At Large on the outcome – “I think this Tree Bylaw is a good starting point. It clearly demonstrates that the Fort Erie Town Council and staff are working on controlling the unauthorized clearing of land by developers in Fort Erie. This bylaw will also help to maintain and enhance The town of Fort Erie’s natural assets.” Continue reading

As you know we’ve been writing and talking about the Ontario Energy Board’s decision which requires Enbridge to charge the full connection fee for their gas lines up front, instead of amortizing it over 40 years time, as Enbridge wants to do.

If allowed, Enbridge would continue to expand the gas network for 40 years and counting, which is just incredibly irresponsible.

Ontario saw a  huge spike in fossil gas burning [https://www.ieso.ca/Corporate-IESO/Media/Year-End-Data] for electricity production in 2023, with gas-fired generation increasing by 26% compared to 2022!

It is said that back in the 15th Century, the person who became St. Patrick experienced at great deal of suffering through his childhood.

In that spirit and on this St. Patrick’s Day, we should not forget all the suffering from war that going on in regions of the world like Ukraine and the Gaza Strip.

There is a message from Irish activists to U.S. President Joe Biden of Irish ancestry that has been widely circulating on social media on the days leading up to this St. Patrick’s Day that is also being shared with many, including Niagara At Large, by the Niagara Movement for Justice in Palestine-Israel (NMJPI).

The federal government appears poised to undercut one of its own signature climate initiatives.

This time, the government is proposing changes that will significantly weaken its proposed Clean Electricity Regulations (CERs), which were supposed to deliver a net zero-carbon electricity system across Canada by 2035.

The proposed regulations will not clean up Ontario’s increasingly gassy grid: They will not require any reduction in greenhouse gas (GHG) emissions from any gas plant before 2035; new plants won’t be subject to any limits until they are at least 20 years old; and gas plants can be used freely during “emergencies” with no requirement to reduce emissions in other periods to offset their increased emergency period emissions.

Brock Professors David Hutchison and Debra Harwood say the April 8 scientific event has the potential to spark lasting inspiration among students of all ages.

This was certainly the case for Hutchison who has vivid memories of witnessing the last North American total solar eclipse in 1979 with his Grade 5 classmates.

“It was one of the most formative experiences of my childhood and no doubt contributed to my wish to become a teacher,” he says. “It also inspired an early interest in science.”

Harwood, whose research expertise lies in early childhood education curriculum and nature-based learning, echoes the importance of connecting youth to the solar eclipse.

“Educators and parents should take advantage of this real-world event to foster children’s curiosity and connect them to this scientific phenomenon — starting with our youngest children,” she says.

Marineland (a high-profile amusement park in Niagara, Falls, Ontario that has long been under fire from citizen groups)advocating for the protection of animals) has been found guilty of three charges under the Provincial Animal Welfare Services Act.

The charges against Marineland of Canada were laid in 2021 due to the inadequate living conditions they provided for three young black bears. The bears were kept in cramped enclosures without proper amenities like climbing structures or access to permanent water structures.

I posted commentary on this online news site in recent weeks expressing disappointment over this past January’s almost unanimous decision by our Niagara Regional Councillors to block a motion by one of their members – St. Catharines Regional Councillor Haley  Batemen – that involved the horrible suffering unfolding in Hamas-Israel War.

St. Catharines Regional Coucnillor Haley Bateman motion asking for the Niagara Region Council to support a ceasefire and more humanitarian aid in the Hamas-Israel War was buried before it was even discussed.

In a nutshell, Bateman’s motion called on her fellow  Regional Councillors to support  a ceasefire in the ongoing Hamas-Israel War, an increase in humanitarian aid to people in the Gaza Strip, more action by our federal government to welcome Palestinian refugees to Canada and lighting up the Region’s headquarters in the colours of the Palestinian flag in recognition of the continued suffering and dying of people in the Gaza Strip.

With absolutely no regret, I have also expressed disappointment that almost all on the Region’s Council went along with a move to block about a dozen and a half area residents, most if not all of them of Palestinian descent, from speaking to the council about the plight Palestinian people in that same region.

In this journalist’s view, if our Regional Government can release a statement of support and sympathy for Israel and the Israeli people, and light the regional headquarters in the colours of the Israeli flag following the October 7th Hamas attack, why would it not even give a group of Palestinian Canadians in our region a chance to ask for similar consideration? WELLAND, Ontario — Today (March 1st, 2024), Matthew Rae, Parliamentary Assistant to the Minister of Municipal Affairs and Housing, announced Ontario is providing the City of Welland with $1,720,000 in funding through the Building Faster Fund after the city exceeded its 2023 housing target. Welland broke ground on a total of 868 new housing units last year, unlocking an additional $573,333 by exceeding their 2023 target by 176 per cent.

Ford government’s planned Highway 413 would cut through Ontario’s Greenbelt and other natural heritage that are home to numerous threatened and endangered wildlife species.

The Ford government’s Get it Done Act will weaken Ontario’s environmental assessment regime to clear the way for infrastructure mega-projects like super-sprawl Highway 413.

That means the survival of as many as 29 at-risk species living in the path of Highway 413 will be in jeopardy. Decades of work to restore their habitat and populations will be squandered to serve Ford’s sprawl agenda. Continue reading

On Monday, April 8, a total solar eclipse will take place over southern Ontario, with the moon passing between the Earth and the sun, blocking the sun completely and turning the sky dark enough to see the stars.

This rare astronomical event will be a once-in-a-lifetime experience for many. The last time a total solar eclipse occurred over Ontario was in 1979, and the next one won’t happen again over the province until 2099.

Ottawa, Ontario  – A new report, titled “Putting Wheels on the Bus” from Environmental Defence and Équiterre, supported by modelling conducted by Dunsky Energy + Climate Advisors and Leading Mobility finds that Canada can double public transit ridership by 2035 if federal and provincial governments step up investments in expanding transit service hours and frequency, implement bus lanes and improve urban planning to encourage more housing density near transit.

Combined with electrification of bus fleets, the report finds that with these measures, Canada can reduce carbon emissions by sixty-five million tonnes by 2035, if investments begin now. Sixty-five million tonnes over the period 2024-2035 is equivalent to the annual carbon emissions produced by 20 million cars. Continue reading

Toronto, Ontario – Last week, Ontario’s Ford government introduced a bill to reinstate a massive subsidy for fossil gas pipelines to new home developments and to boost wasteful spending on other fossil gas infrastructure.

The legislation will increase both climate damage and energy bills.

There was a time when this reporter looked forward to covering Niagara Regional Council meetings.

I am sure that many of you out there will find that at least a little bit strange. Some may even be asking; ‘What kind of social life does this guy have?’

Seriously though, there was a time when you could look forward to going to a meeting of Niagara Regional Council and to coming out the other end without feeling disappointed, troubled and depressed over what was unfolding while you were there.

But that was long ago and far away, going back at least as far as the late-1990s up to 2014 when Debbie Zimmerman, followed by Gary Burroughs served one after the other as Niagara Regional Chair. Continue reading

A Brief Foreword from Doug Draper at Niagara At Large – While any financial “relief” to colleges and universities and the students enrolled in them is welcome news, this is barely places a dent in the tens-of-billions of dollars that successive provincial and federal governments cut from post-secondary education going back to the 1980s.

These cuts to post-secondary education were made to pay for the tax cuts governments promised to voters to buy their support. One of the groups that benefited the most from these tax cuts were members of the Baby Boomer Generation who were alo fortunate enough to benefit from far lower tuition fees compared to generations that followed.

Since provincial and federal governments began defunding colleges and universities, tuition fees have skyrocketed and so has student debt. Students have also been forced to pay outrageously higher prices text books and a battery of user fees for student services that were once free – all so that Baby Boomers got get their tax cuts.

From the crippling cost of post-secondary education to the cost of housing and a climate crisis that is making life ever harder, we Baby Boomers have a good deal to answer for. – Doug Draper, Niagara At Large

TORONTO, Ontario – Today (this February 26th, 2024) , the Ontario government introduced a suite of measures to stabilize the province’s colleges and universities, including nearly $1.3 billion in new funding, while maintaining the tuition fee freeze to keep costs down for Ontario students and parents.

The province is also introducing legislation that would, if passed, support student mental health, safe and inclusive campuses and allow for increased transparency of fees.

THOROLD, ONTARIO – On Sunday, February 25, the Niagara Movement for Justice in Palestine Israel (NMJPI) called on Niagara Regional Council to recognize the trauma it caused its residents by blocking them from advocating in support a ceasefire in Palestine.

NMJPI issued a statement marking one month since Niagara Regional Council (on January 25th, 2024) blocked eighteen delegates and pulled the ceasefire motion of (St. Catharines Regional) Councillor Haley Bateman from its agenda.

The maneuver to remove (the moton) was by St. Catharines Mayor (and Regional Councillor) Mat Siscoe and seconded by St. Catharines (Regional) Councillor Laura Ip, who chairs the Diversity Equity and Inclusion Advisory Committee, and who also immediately “called the question” killing any debate on removing the ceasefire motion. Ontario Premier and Doug Ford and his Conservatives have left us lagging behind other regions of the world on turning to cleaner sources of energy while they continue to push the the burning of climate-ravaging oil and gas

Of course Doug Ford and his belch-out-the-carbon, climate-denying Tories are going to side with a big fossil fuel corporation over the voices of countless thousands of individuals and groups across the province.

No doubt Ford and company are counting on enough Ontario residents being sucked in by the bumper sticker slogan he is using – ‘Keeping Energy Costs Down’ – to overall a recent ruling by the independent Ontario Energy Board to end subsidies to a carbon-polluting corporation like Enbridge. Let’s hope the residents of Ontario aren’t sucked in and that they realize how costly the continued pouring of carbon emissions into our atmosphere is for present and future generations alike. Toronto, Ontario  – This week, 68 organizations across Ontario expressed their strong opposition to a proposal from Ontario’s Ministry of Environment, Conservation and Parks (MECP) to amend regulations under the provincial Endangered Species Act, 2007 (ESA).

MECP claims that these changes will improve implementation of the legislation, however, this is only true if you think better implementation of species protection legislation involves making it weaker. The proposed changes will speed up development approvals and reduce costs for developers engaging in harmful activities that impact Ontario’s most vulnerable plant and animal species.
