The Town of Lincoln has declared a State of Emergency following the historic flooding that has impacted our community over the past 24 hours.
The declaration comes after an extraordinary rainfall event that overwhelmed roads,stormwater infrastructure, homes, businesses, and municipal services. The situation was further exacerbated by widespread power outages, which significantly affected homes, businesses, and municipal infrastructure.
This decision reflects the severity of the situation and strengthens the Town’s ability to coordinate resources, implement emergency measures, and support requests for provincial assistance, while reinforcing the significance of the impacts on our community.
“Our community has faced an extraordinary challenge,” said Mayor Sandra Easton. “We have witnessed the devastating impacts of flooding on families, businesses, farms, and critical infrastructure. Declaring a State of Emergency ensures we are taking every available step to protect our community, coordinate our response, and advocate for the support Lincoln needs to recover.”
Chief Administrative Officer Michael Kirkopoulos added, “Town staff, emergency responders, utility partners, and residents have been working around the clock to respond to this event. In addition, a dedicated leadership team within the Town’s Emergency Operations Centre (EOC) has been meeting continuously to coordinate response efforts, prioritize resources, and support decision-making throughout this emergency. While significant work remains, this declaration strengthens our ability to coordinate resources and support requests for provincial assistance as we continue our recovery efforts.”
The Town continues to assess damage across the municipality, both to public infrastructure but also private property. Within the last 24 hours, the Town has received almost 300 flooding calls from residents, and we ask the community to remain patient as we get back to everyone.
Residents and businesses are encouraged to continue monitoring the Town’s official communication channels for updates and available support resources. The Town will continue working with upper levels of government and agencies, including Niagara Region for expanded garbage pickup and NPEI to address hydro outages that have affected the community and contributed to the challenges experienced during flooding events.
