New York Congressman Demands Full Review Of Possible Plans To Transport Radioactive Waste From Ontario Across Peace Bridge

A Buffalo, New York area Congressman is raising concerns about possible dangers of shipping liquid nuclear waste across the Peace Bridge and the shared waters of millions of Ontarians and New Yorkers, and he is urging the U.S. government to do a full environment review before any such shipments are allowed.

Congressman Higgins told fellow Congressman in Washington, D.C: Mr. Speaker, I rise to express my serious concerns with the Department of Energy’s proposal to transport liquid nuclear waste from Ontario’s Chalk River Research reactor to the Department of Energy’s Savannah River site, across several states and over the Peace Bridge, which is in my Western New York Congressional district.”

“Unlike spent nuclear fuel, which can be safely transported in solid form,” Higgins continued, “in liquid form, it is more radioactive and complicated to transfer.” 

“Most concerning, in the event of a spill, liquid highly enriched uranium would be difficult to contain,” he concluded. “A major contamination in the Buffalo-Niagara region could potentially result, exacting dire consequences on the Great Lakes, the Niagara Power Project and greater Buffalo-Niagara population.”

“Mr. Speaker, a plan that carries this level of risk should not be done without a thorough review. The Department of Energy must undertake a formal environmental impact statement before proceeding”

Canadans have yet to hear this kind of call for a full environmental protection review from either the Ontario government or the federal government of Stephen Harper. All we are getting so far is some word that any movement of these wastes as to the time and route, must be kep in secret for fear there may be some sabotaging by supposed terrorists.

Apparently fear of terrorism trumps public disclosure and a full environmental review in Canada when it comes to the movement of this very dangerous material.

Dear Secretary Moniz,

I write to express my concern regarding the proposed transportation of liquid nuclear waste from Ontario’s Chalk River Research reactor to the Department of Energy’s Savannah River site via the Peace Bridge, a major border crossing in my district. 

In contrast to spent nuclear fuel, which can be reliably and safely transported in solid form, the prospect of shipping liquid nuclear waste is far more complicated. Such high level waste is more radioactive than spent nuclear fuel, and its liquid form could make containment in the event of a spill or other adverse event nearly impossible.  Adding to these concerns, reports indicate that the type of nuclear material transport cask that the Nuclear Regulatory Commission plans to use has never been certified to carry this type of waste.  

The potential danger of this proposed action is amplified by the high-risk nature of contamination in the Buffalo-Niagara region. An international border community, it is home to four international bridge crossings and the Niagara Power Project, which serves as the largest electricity producer in New York State.  It also sits along two Great Lakes which represent the largest fresh water supply in the world and serves as the center point of a 500 mile radius that includes approximately 55% of the US population and 62% of the Canadian population. 

A major contamination on or near the Peace Bridge would have dire consequences for the regional and national economies. Further, the proposed route would take this material through the heart of the City of Buffalo, a densely populated urban area where the consequence of contamination on public safety would be devastating. 

Given these significant concerns, it is the responsibility of the Department of Energy and all relevant agencies involved in the process to thoroughly assess the safety of this action. Therefore, I urge your agency to undertake a formal environmental impact statement before proceeding. Thank you for your time and attention this matter.

  1. You are correct Doug. No one has yet spoken out about the potential for spills in our Niagara (Ontario) area. This is despite the fact that (Niagara’s) Regional Councillors and Chair have had two reports, which show that fire officials and the Regional Health Department have tried to find out more in the past several months, to no avail, as the route (and any potential dangers along the way) are considered top secret.
    The St. Catharines and District Council of Women will be raising this issue with Regional Councilors and the Chair in the Fall and have speaker Anna Tilman , from the International Institute of Public Health speaking at the St. Catharines
    Centennial Library on Thursday November 13th at 8 p.m. Council of Women members are particularly worried that a spill could seriously impact the public, the fruitlands, our many waterways. We note that safety officials at the aging Pickering nuclear plant have handed out iodine pills, as these must be given out within 45 minutes of a child’s contact with a radiation episode , or their petuitary glands can be affected.
    In the light of the International review of Fukushima the Canadian Nuclear Safety Cmmission recently recommended that there be iodine pills available at all Nuclear plants. The Ontario Power Generation has so far not agreed.

  2. We sent you this information months ago. Now you publish it after a grandstanding politician, fearful this news will tarnish his shiny Peace Bridge plaza expansion plans, speaks out. Meanwhile Buffalo’s West Side suffers, victim of state-sponsored extinction, and no one cares. Our blood is on all your hands.

    Hi Peter – It was never my intention to gnore this issue or any of the information you sent me. As I recall, I may have also contacted you or someone else in your West Side group earlier this year for some information with the intention of posting it.
    I don’t know what happened at that time. I am mostly a one-person newsroom and it was a wild winter and spring with the weather, key Ontario by-elections happening here, followed by a general election in the province, and other issues. I try my best to cover what I can.
    As for the Congressman, I don’t micro observe his particular style with respect grandstanding, etc. All I noticed here is that at least he has asked for an environmental review. Not one single politician on the Ontario side of the border has done so.
    I also saw the postng of Higgin’s call for an environmental review as an opportunity to remind people on both sides of the border that this issue is still there.

The transportation of this Chalk River liquid Nuclear Waste through Ontario and across the “PEACE BRIDGE” into the U.S.of A was brought to my attention this morning by a citizen of Buffalo, New York who was irate that they would be subjected to this very dangerous material “FROM CANADA” passing through her city. She informed me that she would be contacting her Congressman Brian Higgins today to express her anger and disbelief that this was happening.
    Apparently the Congressman was on the ball and was making the necessary calls to find out what the hell is going on.
    Our policicans (on the Canadian side) seem to be too busy to know or care what is going on around this issue. It probably would not matter anyway since our federal government is truly a dictatorship and as such, feels it can do whatever the hell it wants.
    Kudos to Congressman Higgins for representing the stakeholders of his Community, his City, State and the U.S. on ths issue.
