Ontario’s recent Bill 60, called the “Fighting Delays, Building Faster Act,” is a comprehensive omnibus bill that makes changes to several laws, primarily to speed up housing development and address issues in the planning act.

The bill also includes provisions that critics say will make it easier for landlords to evict tenants and may block the construction of new bike lanes if they reduce vehicle lanes, while proponents state it aims to create more housing and a more balanced rental market. The bill has passed third reading in the legislature. 

Key aspects of Bill 60

  • Housing and planning: The main goal is to accelerate housing supply by giving the provincial minister more authority to make decisions on planning matters.
  • Evictions: Provisions in the bill are criticized for making it easier for landlords to evict tenants, giving them less time and fewer means to respond to arrears or dispute a decision, with opponents warning it will increase homelessness.
  • Bike lanes: The legislation may prevent municipalities from building new bike lanes that reduce vehicle traffic, a move that has concerned cycling and transit advocates.
  • Other changes: The bill also includes changes to the commercial truck licensing system, giving the government more authority to verify the identities and legal status of drivers to prevent fraudulent licenses. It also includes a new agency to centralize leadership and standardize service delivery for conservation authorities.
  • Fast-tracked process: The bill was fast-tracked with a quick process and limited debate.
